We hope to make your business and visit with us a pleasant experience. We've prepared this information to acquaint you with the Housing Authority of the City of Paterson's purchasing policies and procedures.


*TO HELP YOU....

We are always ready to complete your business with a minimum of lost opportunity, but the Purchasing Department is a busy place, mainly the operating personnel are very busy. Your wait will not be longer than necessary, but............

It will be appreciated if you make the Purchasing Agent your first point of contact. He will arrange departmental contact if more appropriate. The Purchasing Agent,  Michael J. Figel, is located at 60 Van Houten Street, Paterson, New Jersey.

Office hours are 8:30 a.m. to 4:30 p.m., Monday thru Friday (closed weekends and Legal Holidays). He can be reached at (973) 345-5636. Appointments are preferred.


*VENDORS/BIDDERS LIST

The Purchasing Department maintains a Listing of Vendors and Bidders classified according to materials, equipment and services. You may be placed on these lists upon written application. Catalogs and price lists are most helpful.

*INQUIRIES

Responses to inquiries about products and pricing within 48 hours will be appreciated. Please be sure to identify yourself; your product, the price, delivery and terms.


*QUOTATIONS......

Written quotations in response to a request for quotation (RFQ) must be submitted by mail or in person to the Purchasing Department. Observe the required submission date and identify yourself, your product, the price, delivery and terms. Quotations must be firm for sixty (60) days.


*ADVERTISEMENT......


A written Invitation For Bid (IFB) is published in a legal newspaper announcing title, scope of work, time and place of bid opening, ten days prior to both receipt of Bids and Public Opening to promote competitive bidding.


*.......AND BIDS

Sealed bids must be submitted in accordance to all federal, state and local public contract laws and the terms and conditions of the Invitation for Bids (IFB). Failure to do so may disqualify your bid. You are invited to attend bid openings and to inspect the bids received.

*SAMPLES

When samples are requested, they are held until an award of purchase is made. Samples for trial use will usually be at no cost to the Authority. Samples should be clearly marked.


*GIFT AND GRATUITIES

Authority employees are prohibited from soliciting or accepting anything of value (except novelties or mementos of nominal value) from any vendor. They could be dismissed, and you could be barred from further business with us.


*TAXES

The Authority is exempt from all Federal Excise and State Taxes. Exemption certificates will be executed by the Purchasing Agent upon request when supported by an Authorized Purchase Order.


*PURCHASE ORDERS

All purchases exceeding One Hundred Dollars ($100.00), whether for single or multiple items, must be supported by an authorized Purchase Order. Contact Nita Bhagat at (973) 345-5637.
